A mechanical dispenser that cuts off a predetermined length of towel for each user, and presents the start of the next towel for the user. The momentary delay slows down the rate of usage, and can be varied, as can the sheet length. When the roll is more than half used, it can be moved to the base of the dispenser and a fresh roll inserted. The unit will use up the old roll first and switch automatically to the new one.
